The Livio Surgical Spa is located in Rat City and owned and operated by Niko. Niko practices cosmetic surgery at the Spa as a front for her illegal skin morphing tech lab. While experimenting with Green Plasma to see if it would grow her leg back, she realized that spraying it on freshly skinned dermis keeps the skin alive and supple between the hosts. She can then transfer the skin to a new host to give them a new identity. [1]
