When the Company started terraforming Westerley and Leith, they created underground emergency shelters as a precaution in case of another disaster like the one that happened on Arkyn.[1]
Westerley's shelters are located underneath the tunnels of Old Town.

Old Town refugees were able to escape into the bunkers during the bombing of Old Town using security codes provided by the Rat King.
