Biography[]
The Suspicious Man is an unnamed Level 6 agent and an associate of Khlyen, involved in the Qreshi coup conspiracy. He tries to kill Dutch before he's shot in the back by John Jaqobis. Dutch shoots him several times afterwards to make sure he's dead.
